I am going from a 45 tooth sprocket up to a 49 I have a 130 link chain now does that mean I will need a 134 link chain?

Chain length depends on several factors. Are you keeping the same countershaft sprocket? Where is the current chain located in its adjustment range?

If all other factors are equal, one needs to add 2 links to the chain if the rear sprocket increases 4 teeth, since the chain only contacts half of the rear sprocket at any given moment. ;)

As usual...spot on Spud. I will add that a used worn chain will be longer than new chain, and it is much easier and better to shorten rather than lengthen a chain...FWIW.

As said above, "If all other factors are equal", or in other words, measure twice, :lol: cut once.
