Yep. We do it all the time. My Hondoids c-clips mostly live in the 4th groove down. With every slot you move it down, it pulls the needle slightly further out of the main jet making it richen sooner.
Move the clip up, it stuffs the needle frther into the main jet making it more lean.

OK thanks. He completely removed it but ill try moving it up some before i completely remove it.

Also make sure the choke flap is closing all the way by seeing if the choke lever at the carb will move farther than the cable will pull it. That was a design defect in the 2007 Lifan GY5 but I don't know about other years.

Well I couldn't just move it because the spring would just push it back into its original place so I removed it. Seems to start a lot easier now one or two kicks. I have another question about the carb tho. It leaks gas out of the smaller tube coming out of the bottom. I took it apart and cleaned it last summer but I still leak gas. Any ideas or suggestions?

If it's clean...and there's nothing clogging the float needle, the float is set too high and it's overflowing. Picture your toilet of the bobber isn't set right. Same thing.

So I decided to clean and rebuild my carb again. This time it worked no more leaking gas. Guess I didn't do a good enough job last year.

Never mind decided to tinker with it some more and it started leaking gas after about 10 minutes... I guess ill have to mess with the float. Unless someone can suggest a Mikuni Carburetor what would fit.

Being a Hondoid, the same VM26 (30mm) would most likely do the trick. This is what I ordered for my Rhino Hondoid motor. You'll need jets because they come so lean. (100 main/20 pilot). It's all here somewhere.
