On top of the carb, there's a rubber boot that the cable passes through. Grab the boot and cable together and pull up until the boot comes loose from the carb. Then slide the boot up the housing, reinsert the housing into the carb (wiggle it around until it's ALL the way seated), then slide the boot back in place. If that's not it, then check the adjuster on the handelbars (the housing right next to the right hand grip) there should be a knurled screw with a cable poking out of it. make sure the cable is all they way seated in the screw, the screw should be almost all the way in the housing too. Then there's a thumb screw on the side of the carb (sorta behind the kick starter) turn that all the way IN (GENTLY!) and then back out 1.5 or 2 turns.
Sometimes, if the carb isn't put back together right, the slide gets hung open. Unscrew the top of the carb, pull the slide part way out and try putting it back in. It should just drop way down into the carb, if not, pull it back up, rotate it a bit and try again until it goes all the way down.

Much less likely:
If none of that fixes it, you may have an air leak between the carb and engine, make sure the manifold bolts are tight as well as the clamp holding the carb in place. Check for cracks or tears in the rubber manifold as well.

I think the cable is stuck or the slide is in wrong.
