Yes I Recently noticed the chain on my bike has some loose spots on it Half of the chain is in spec right where I want it but the other half is pretty loose should I tighten it because I don't want the other part to get to Tight

It's normal for a chain to have sections be tighter or looser than others. In fact, you should always set chain tension based on the tightest spot on the chain.

What the??? If your chain tension changes as you roll it around the sprockets you've got a cheap/junk chain, or one of your sprockets is off center or worn. A quality O-ring chain will maintain constant tension.
