Tao tao 125 problems

I got a tao tao 125 and it would not run. I've replaced the carb and sparkplug. Now when I crack it gas is spitting out where the air filter hooks up. I've tried 2 brand new carbs and have the same issue. Any ideas

Check and see if your throttle cable is bound or too short somehow. It seems like your throttle is open a little, and letting fuel through.
