Hi I just installed a nibbi pe30 can anyone help with jetting advice?
I have watched a ton of vids and read articles
Currently have nibbi cone air filter, at 600 feet elevation
Started with a 36/120 and it has no power. Tops out around 35mph and really tough to start
Plug is ngk plug and it’s covered in black soot
Any help is appreciated.

Ahh.... simultaneous model question!
So what jets are in the Nibbi. Black soot means too rich.

Your too rich according to your plug. I have a Nibbi 28, and 120 main, and 40 pilot with my needle in the second groove,if I remember right. I just left it as it was. I have a full aftermarket exhaust, and pod filter, and no head porting. I live at about 600 ft ASL. You may want to try a smaller main, and position your needle a little higher. Remember the mix screw is a fuel adjustment on these carbs, so it gets richer as you turn it counterclockwise, not leaner like an idle air would be. If you got a 112 main ,try it.

30mm carb is probably too big for your bike ,what engine and exhaust work have you done to the bike ?

The Nibbi (PE30) took a little tuning, and seems sensitive to seasonal temps, but I really like it.
