There are these 2 things shaped kind of like bullet headlights attached to my shocks - what are they? They also used to have a cheap plastic cover that screwed on, but they broke.

Reservoirs for the shock oil.

No such animal exists.
They are either dead space gas canisters to maintain oil pressure or bypass shocks with a gas reservoir for already said purpose and reflow system for oil cooling and other advantages.
Piggyback shocks have been pretty much standardized over the last 10 years and generic or well branded most look the same.

The piggyback form factor is now considered the #1 industry design but whether it's just a nitrogen cartridge or a bypass system would require research.
