How does Komoto 250cc Emissions part sit or mount?

Does this mount somewhere on the bike? I can't remember after I took my bike apart.

i just got my bike last week and i already took mine off. i unbolted it from the header than stuck a bolt down the hole and welded it in place. it works perfectly.
