JMStar expressway 250 charging problem

I have a 2007 JMStar Expressway 250. It quit charging the battery & the guy at the place where I bought it said it needs a voltage rectifier, but he hasn't been able to provide one for me. He has quit answering my e-mails. The company is Scootertronics. I also emailed Shanghai JMStar in China & got no reply. Can anyone help me out?

I think that the rectifier is a common part that you can source through many other places.
