I was thinking about lookin in to the valves, but that's way out of my league. as far as the RPM there is no tach so idk the exact RPM

No it’s not hard to adjust valves! It’s something you need to learn quickly if your going to work on these motorcycles. Have fun research and learn how to do it! That should be first before anymore carb adjustments, IMHO. :)

Check that you don't have an intake air leak or Open vacuum ports.
