The valve is held completely open (maximum airflow allowed through) with the lever pushed down. Just to confirm that's the position I'm wanting it to be for actual riding around town?

If yours was missing, and it still rides fine guess its not something to really worry much about. I think Ill leave it right where it is then. It seems to be the only place it really fits anyways.

Also, stupid question but, when I took the spacer out it had a gasket that kinda fell out. I think it was on the spacer as it fits perfectly around the spacer to make it fit perfectly in the hub....
