You can see the welds which have been painted...

You can see the welds which have been painted over orange around the joint. You're seeing bare metal because the bottom has been scratched up on gravel and whatnot.

I suppose i would grind off those welds on either side, take out the joint and install a new one? Any...

i've tried the above generic searches to no avail, i think I'll have to resort to grinding the joints out of the arms at this point
