Yes, my granddaughter's TaoTao 110 uses the left hand brake as the rear brake, there is no foot pedal. You should be able to disconnect the cable and remove the foot pedal and be fine.

That carb is similar to the ShengWay 20mm carb that Trailbikes (or TB Parts) sells. The TB carb comes with a #35 pilot jet and a #89 main jet, replacement jets can be found HERE...
