I finally measured how much fuel it took to cover the fuel pump. Starting with a completely dry empty tank filled to cover pump while on center stand. It took just over 1 quart or little less than 1.5 liters to cover pump.

Now the extra fluid recommended by the factory can be for increased thermal capacity of more fluid, or complete immersion while fluid is sloshing around.

Either way there will be a lot of useable fuel after the gauge shows empty especially on smooth roads.
