This is the carburetor version right?
For a new, not yet broken in bike, 1400rpm is a bit low.
Adjust it with your fingers, using the knob below the fuel petcock, turn it a bit clockwise to raise the idle a bit.
I found in my bike that I use this adjustment even instead of the choke when cold. Choke causes the motor to stall almost inmediatly. When I first fire it up in the morning I rise idle to about 2K, wait a minute to get it warmed and then dial it back to 1700.
