Indeed, the red No-Toil has an alcohol base, and it does dry faster than the green, No-toil Evolution, which has a water base. I use No-Toil Evolution, because my two Honda motorcycles employ conical air filters, which have seams which are joined by glue. Alcohol will destroy the glued seams in conical air filters, which causes the filters to come apart. The alcohol in red No-Toil will also attack the foam in flat air filters, but it is much less of a problem.
