Sounds like you need some kind of saftey mechanical check, I had to get one here in Canada to register my bike, License Bureau had know idea what it was, so they made me sign a declaration that it was a motorcycle etc...
get the inspection done..im sure there is a mechanic around who can get you a CA certification :o
