If you can get it to run while you're there, maybe offer the $350 or so that Culcune mentioned. Other than that, a little patience will go a long way. The idea to go and at least sit on it to get an idea of the height is pretty good, too. I think that if you wind up not being able to get it to run but pick it up just to see what you can do, you'll just have a world of problems on your hands that you'll probably never get sorted out. You'll likely lose interest long before you're done firing the parts cannon at it to try to get it to usable status. Again, just my two cents worth, your mileage may vary.
