Don't know if you got a really neutered version, but the CRF450L (road legal bike) puts down 38-39hp at the rear tire, which is about 42hp at the flywheel.
They didn't really detune it in terms of power, they re-tuned it to deliver the power differently. It delivers more torque sooner in the RPM range, and also has a heavier crank and flywheel to deliver the power more smoothly and predictably than the 450X engine, which is a race motor.
The 450L is still a mean and powerful machine though, and can still catch the inexperienced off guard.
