They are neutered to follow European Emissions standards, which are quite restrictive. So they have to de tune the engines. Here we are using Euro 5 and we have the same issues than Europeans detuned motorcycle that need to be tuned back
A good of example of the limitations of Euro standards, 2T they are gone from the roads. You can't make a street legal 2T, only grandfathered street legal 2T.
If not mistaken in the US you can take a 2T KTM and make it street legal. That's just available in countries that use EU emissions standards


Aprilia RS125 and the Yamaha DT125 are some of the most populars motorcycles in their own segments for the Euro and Latam markets.
YET both of them were "killed"
The RS 125 now is a 4T that can barely reach 110 km/h while the 2T top speed was 170 km/h

The DT 125 a very fun enduro motorcycle to ride off-road with a 140 km/h top speed, now replaced by the XTZ 125 that also struggles to reach 107 km/h

Some engies do have different fuel injectors and pumps.
For example my Toyota Hilux had bosch fuel injectors while on less restrictive markets they have Denso ones.
