You can mod the stock carb easily by cutting grooves into the bolt heads and change the main but the needle wont be adjustable (assuming same carb as the Brozz PZ30)
Also, to update regarding the damages, PSM responded back and claim that they dont have replacement parts on hand and offered $30 and i accepted.

The XPro does seem to be a good choice right now, especially for that engine.
A full size 21" front wheel is nice. My Bashan Storm has a 19" front wheel, which limits tire choices a bit, and it won't clear larger objects as easily as your XPro. The Storm does have a plush seat though!

Your carb plans sound perfect for my Storm as well. I live below 1000 feet and the jetting and needle height settings you describe are a good place to start. I will carve out the converter and modify the airbox to increase flow too. That and the carb swap may be sufficient to add 4-5hp without making it loud.
