Boom/Baodiao has several California CARB bikes (they are a manufacturer/distributor and don't sell bikes directly to consumers but Venom sells their bikes and a few are listed). They don't mention it on their site, but on the EPA/DOT spreadsheet, their models are listed as being '50 state' legal. The two dual-sports will be available in the next couple months.
