I would say so too, I looked at the back of my Gio 50 today and there are two wiring connectors, one for the back light and the other to the kill switch. It is possible the previous owner unplugged it because the switches themselves are kind of a pain, you think they are on but they aren't and the thing won't start. However, without a complete circuit one would think it wouldn't start at all!
