The TT250 is the only 'Hondoid' dual-sport that is 50-state legal including CARB.
Here is one example of a bike not CA, PA or NJ legal

but, the same vendor with a known EPA/DOT 49-state legal bike only lists CA as the one state they won't ship to:

My guess is it comes down to EPA certified as 'Off-Road Dirtbike vs. EPA/DOT certified as an 'On-Highway Motorcycle' which are 49-state legal.
