Are you sure the wind isn't just shoving/pulling your pants towards the exhaust while riding? Maybe try a tighter fit around the ankle pair or tucking your pants into a pair of boots. They even make these weird straps that go under your shoes and clamp onto your jeans to keep them in place lol
