Vento Tornado 250cc carb improvements, help

Howdy.
I just got a 2019, but used, Vento (American-Mexican Chinese bike assembler/'maker'.
It is supposed to put out 17 hp, but I can tell it is not even close. I have seen some youtube vids that talk about rejetting the Chinese carbs for improvements or even replacing the carb.

So, anyone with experience with this bike's engine and carbs?
What is the best-cheapest way to get over 20hp, which I think is about what this air-cooled, 2 valver should put out.
