What signal should I be seeing to the primary wire of ignition coil?

I stored the atv for about 2 weeks and it lost spark in that time.

I've got 130ohm resistance to timing wire. (2 ohm to ground with kill switch)
When I turn the starter, I am seeing .3v DC through wire to the coil (other wire being ground).
I am actually seeing this same value with or without the CDI plugged in.
.4ohm across coil wires, no ground on coil wire in, ground on coil ground wire in.
Same results with existing coil and brand new coil.

I would think there could be some sort of ground but I'm not finding any. I'm just not sure how to measure what should be coming from the timing signal and out of the CDI.

Thoughts?
