Apollo z20 125cc What is this plugged clear tube?

There was the black one that was crimped in half that I was informed to uncrimp or the engine could explode but this one is CLEAR and is capped off at the bottom is that supposed to stay like that or do I remove that blocker at the bottom? Plus my kickstart won't move, it's in neutral and clutch is released. It only kicks when clutch is pulled in. Brand new bike

I didnt see the pic, but some of our bikes have a hose with a plug that's used for letting oil out of the air box/ crankcase vent tube.

Ok, thanks for the reply. Any idea why my kickstart won't move when the clutch is released and it's in neutral?

Is it engaging or not? Mine does the same thing from time to time. If it's engaging, try pulling the kick start back to the top and try again. Sometimes, you really have to force it. If it's not, there might be a false neutral. Put it back in gear, and go back down to neutral. Hopefully, that helps a little.
