Tao Tao 110cc help

I just got my son a 110cc Tao Tao to learn on. He's been riding it for about a week and I was going to change oil in it. Do these actually have an oil filter on them? Also is there anything else I should check for after initial breakin period? Also is there any kind of clutch adjustment? I turned down the throttle so its real slow for him but once he stops and trys to go again he needs a little push to help it get going. If I back the screw out on throttle it takes off fine but then it also gets to running a little to fast for him.
