Tao Tao Boulder 110 air/fuel screw covered

Hi,

I have a new Tao Tao Boulder B1 I just got for my son. So far I've done some simple things to make it better (tightened tie rod ends, adjusted toe, replaced oil and fuel filter). It seem to stall more then it should, even with the idle sped up. It'll idle high, but at times slow, and sometimes stall. Starts right back up, but it's annoying. I figured I'de replace the OEM plug, but was wonder about the air/fuel mixture. Of course the screw has a plug and cover on it. Is this easily removed?

At this point I figure it has 3 hours run time on it. I have it set for no more then half throttle (to slow my son down :-) )
