Fuel system pressure valve thingie

Hey guys, so I have a Trailmaster Blazer 4 150x that you guys have been super helpful with in the past. Ran great for about a year, but over the winter started having some fuel issues. Def appears to be this funky valve thingie that sits directly under the fuel tank. Basically, it would need negative pressure in order to release the fuel. I would occasionally have issues and have to take a syringe and create negative pressure to get it started. Eventually, that stopped working, and now it barely trickles fuel.

So basically, it looks like this part needs to be replaced. Hopefully it isn't too expensive, but I'm honestly curious as to what the point of having it is anyway? Has anyone tried to replace this with a cut-off valve (like you'd see on a HD motorcycle, for instance)? Just seems like a much more reliable solution for me. Either way, I could use advice on the the best part to replace it with... hopefully so I don't have to baby it constantly like I did the first year.
