i would think the speedo cable needs lubrication. try a little penetrating spray down the inside of the cable just under the speedo connection. i think what is happening is that the inner cable is catching , then twisting up, then finally releasing causing the indicator to increase. just a thought.

BB is right. Start with the cable and lube it, and all the others too, with some quality lubricant.
