Need some help with taotao scooter assembly.

So I had my scooter delivered to my cousin's house as I don't have a garage to put it together. He put pretty much everything together except a few panels and most importantly the handlebar. Now looking at the videos online I don't think I have the right screw for that goes with the spacer for handlebar.
