Brand new coolster 110cc won't start

Just bought a brand new coolster 110cc atv. I can't get it started. I'm ready to give up on ATV's! I've tried 3 different batteries. I've tried starter fluid. The carb is getting gas. The choke is different than I'm used to. It's a lever. I've tried it in all 3 positions though.
What am I missing? I now have 5 chinese ATV's 3 used and 2 new and only one runs!
Any idea? If not who wants to buy

Good news! Was the float valve stuck, or was it the float pivot point?

you're speaking another language to me weldngrind. Gas was getting to the carb but wouldn't drain out the bottom. So I took the bottom of the carb off and jiggled the float until the gas was flowing. So what does that mean?

Well i'd say the float was stuck at the top which will cut off the fuel flow, if stuck at the bottom it would keep pouring fuel into the bowl and it would flow out of the overflow, sometimes crap in the needle and seat will prevent it from closing off the fuel flow when the float goes to the top, this also lets fuel run continuously into the bowl and out the overflow.
