Cam Chain Tensioner BD-125 question

Hi everyone, just bought a 22 BD-125 grom clone from a guy who seemed like he wasn't familiar with the bike. The cam chain tensioner was loose and after taking it off I discovered a washer stuck in the spring.

Should there even be a washer on the bolt?

Is the correct order: Rod with the black part in first, Spring, Washer, and Bolt?

And finally, the Rod has holes in it, does this have an exact fit or is it just to allow oil flow?
