Loose thing under the right side engine cover

So I had a bunch of noise out of the right side engine cover (clutch side), I popped it open and low and behold a loose thing. I'm trying to figure out what it is. Found a diagram with it on it but what is it? I need the tool to tighten it and maybe a replacement. Part 24-19 and the bolt 21 to be specific in my upload.

part 24 is the oil sling filter.

as it spins around the centrifugal force collect solids in the engine oil and the collect around the circumference.

It should not be wobbly/lose

Tool to tighten the nut: https://www.amazon.com/Anauto-Clutch...78950172&psc=1

You will want an impact driver to get the 3 screws off the lid. (not the electric power tool, the old school "hit it with a hammer" type) as they can be tight and are easy to strip. Cheap to buy at the auto parts store, or even rent it.

Double check that the bevel washer under that nut is facing the right way. It is concave in shape, and the dished side should face the inside of the motor.

You also will need a new lid gasket. (Round one on the left side, 3 holes on the inside of the circle. https://www.ebay.com/itm/37432350915...Bk9SR9zs4dbQYQ

Torque on that nut is around 50-60ft-lbs. (60 per CSC TT250 spec)

Perfect fit for the tool and the side cover gasket. The slinger gasket was to big but I just reused the old one. Thank you for the help. Also I used red lock right on the bolt so hopefully I don't have this problem again.
