Any Dealers want to cooperate on designing new models?

I am a large dealer in Sacramento CA. I would like to connect with other sucessful dealers, and pool our efforts to design new products, get them approved for DOT, EPA, and CARB so we can sell them in all states freely.
I have been to China many times, and have rich knowlage on the country, factories, and it's abilities. I know we can build just the right bike, and not be told what to do, when we can get them, and how the bikes we will sell here will look. They also dictate higher prices this way.
This will take good cooperation, meetings, investment, and concreete contracts to insure no one will try buggering things up later from the origonal plans.. If this will be acomplished, we can purchase for all our stores in mass quantity, deeper discounts, and have exelent distrabution, and a good reputation.
