I just read the CARB article. Yikes! This isn't the first time that I've read about the corruption, ignorance, and favoritism associated with this government body. The part about keeping the Chinese manufacturers in the dark about the upcoming 2018 changes was especially galling. This reminds me of the tariffs the U.S. slapped on Japanese imports in the 80' to help out HD. Sure looks like CARB is doing everything that they can do to keep the Chinese out the California, and probably the entire U.S., market.

It seems that CARB is using passive aggressive tactics; typical for a California government agency that bites the hands of those that feed it (most of the Chinese companies have headquarters or warehouses in California; meaning they pay taxes right to California). Perhaps the Japanese companies want this to happen? And to throw a little bit of politics into it--California just approved tens of millions more to their state attorney general to 'fight Trump'; that's right--taxpayer money is going to fight the fed's crackdown on illegal aliens.
