Hawk DLX Fully charged battery- won't turn over?

Hey guys! My battery is fully charged, dash lights on, as soon as I press the ignition switch it sounds like the battery is dead click click click. Any help would be greatly appreciated!

I tested the solenoid thoroughly as well as the fuses. My multimeter reads 12 volts at the starter relay until I press the ignition button and then it drops immediately.

Does the engine turn over if you use the kick starter or is it seized?

A thought here, 12 volts the battery would be in a state of discharge. The voltage reading should be around 12.8 or better. Try putting it on the charger to see if it will take a charge or you will need to get a new battery.
