Cfmoto vnight gear change shaft problem

Need some advice on the splined gear change shaft.The mating arm when tightened on the the splined shaft is still loose.To me this is wrong and should tighten down and not move.
Could somebody advise me as to what is correct should it be a tight fit or remain a little loose after tightening?

Sought of answering my own question here.Went out today and purchased some high tensile steel bolts to replace the original ones and had no trouble tightening the arm onto the splined shaft.The original bolts weren't up to the task obviously.
