IMO it would be far more sellable if it had a valid state title. You are asking a potential buyer to roll the dice on the legal details of getting this bike on the road.
Anyone interested should also be aware that these bikes are not USA highway-capable, due to the very low gearing for their original intended purpose as military machines. I've owned two of these while in Beijing, one an original side valve M1, and the other the OHV like this one. The OHV design came out in the mid-1980s.
