Look over these scooters www.taotao.us and call Alan at Excalibur Motorsports. He answers the phone and promptly responds to email. He is friends with a couple guys at Taotao's West Coast distribution center so if there is ANY issue, he knows exactly who to deal with and get parts for the bike. You will want to research all you can on setting up a scooter since they come in a box needing assembly. There are hundreds of videos on youtube regarding Taotao and any number of other brands--all of them use near-identical engines, so as far as breaking in the engine, any of them can show you what to do, as well as the valves later on.
You haven't specified what size engine you want. If you are licensed you will want a 150cc. If you are in a state which allows you not to worry about a license, you are limited to 50cc scooters. The prices are negligible between the two, but the 50cc bikes will limit you to around 35 mph top speed, whereas if you are licensed and have a 150cc you can cruise at 50+ mph.
