It has to be the needle and or seat. Nothing else can do it. Some debris or damage. Plus the float may be binding on something when assembled.

Remove the fuel bowl after turning off the gas. You may or may not need to rotate or remove the carb to access it well. remove the sliding pivot pin that holds the float in place. Don't lose it. The needle and tiny attached plunger will come out. don't lose them.
Very carefully inspect the needle seat and needle. You may need magnification. Make sure they are perfect and there is no groove worn in the needle. Clean or replace if needed.
Make sure the float does not have any cracks or gas in it. This could also cause your problem.
If needed a new Mikuni is $40 or so delivered.

I'm guessing that this quad has a GY6 motor, in which case it has a CV carb, not a round-slide Mikuni. Got pics?

The float may be hanging up when the bowl is on.
Put it together and just hold the bowl in place and give it a shake by your ear. Perhaps you can hear the float move, if not it may be stuck on the bowl.
I had this happen to me on my CB175 Twin. When I put the bowls on the gasket would extrude slightly and hold the bowl down and the carb would overflow. Frustrated the %$#@ out of me until I figured it out.

So i put it back together can hear the float moving when i shake it would there b too much pressure coming from the tank the fuel line comes in a straight line with no slack?

No, head pressure from the tank should not be enough to unseat the needle. To check float height (the hillbilly way), remove the carb, turn it upside down, remove the float bowl and note the parting line of the plastic float. I like to make the parting line parallel with the gasket surface.

That is how I set floats.
Had that problem with an xr80. Took a few times before I got it right.

I think we are closing in on a solution. :D
In case you did not know you slightly bend the little 'tang' near the hinge to adjust float height.
Also, I suppose if the little spring loaded plunger in the needle is not working right that can cause the same problem too.

Yep sounds like a float level adjustment issue to me.

Its grand when its level but if it tilts to the side even a little it starts overflowing again? and thanks for all the help everyone.

Git 'er done!
If it tilts far to the side, say 45 degrees or more spillover is expected. Tweak it a little more and you should be good to go. 8)
