HELP cant figure out where this part goes

im working on a 107cm3(110cc) atv motor with reverse and when i took the clutch cover off i had this part in the bottom of the case and i cant locate where it goes? Also i had oil coming out of the stator side of the motor out of a bolt hole. i have the location circled in red on the image of the motor

I did a quick search for a Haynes ATV Manual for Chinese ATVs but no luck. They do have one for Scooters / Mopeds.

I did run across the following but I have no idea if it will help or not
