Do you have anybody who could assist you? Sometimes it's much easier with a second set of eyes, and an extra pair of hands.
The good news is that even if things didn't go well for you, a new rack on Taobao isn't terribly expensive.

I do have someone who can assist, but I'm the more patient of the two of us :P Though I fully admit it could be a ploy to get me to do a bunch of the troubleshooting/repairs around here
I would definitely be aiming to drill the JC Whitney plate and not the RX3 rack. I just with I had access to a shop - a nice drill press would make quick work of this rather than my messing about with a hand drill that hardly ever gets used. Good thing I still have the pallet from the bike so I have something to brace on
