Those types are guards are common on USD forks to protect the fork seals and inner tubes, because they are directly exposed to just about the worst place possible. Facing down and forward.
You generally don't see them on traditional forks, because there is nothing there to protect. The biggest, strongest part of the fork is at the wheel, and the seals face up and away from the path of most debris. Instead, traditional forks use gaiters to perform the same function.
