The Brozz 250 was available in 2 versions,...the base model that you refer to seeing on the website, and the upgraded, Blue Eagle Brozz (which has the inverted forks, luggage rack, digital dash...etc.). I'm not sure, but I think the Blue Eagle has been available since 2015 or 16? Anyway,...if you go to Peace Sports website (they are the only USA importer of the Brozz), you will see "retail" prices. If you go to the website Brozz250.com (which they also own), you will see their direct to the customer pricing, where they ship to you, and you do the assembly.
Going to Brozz250.com right now,..you will find the leftover 2018 standard model at a great buy (contact them for pricing), and the new 2020 Recon, based more off the upgraded Blue Eagle, with additional extras.
The reason you can't find the upgraded 2018 or 2019 Blue Eagle model,..is they are simply sold out.
They advertise that new 2020 Brozz 250's will be in soon.

So can you find similar Bashan 250 models elsewhere? maybe. But not from a dealer that has the great reputation that Peace Sports has. and that is worth something to most buyers....

......from my own point of view/recommendation, yes, the Brozz 250 will get you the 8 things you mention for sure,..plus has a very smooth, counterbalanced engine. That being said, the Recon does fill the bill, with the only difference being the tires (knobbies vs street/scrambler treads)..and at $1950, its a pretty good buy.
