I guess the best question to ask is what state you live in? Some states like PA, NJ, CA can be a real PITA when it comes to registering Non-Highway EPA approved bikes. States like Texas, Louisiana, Florida pretty much let you register anything as long as the MCO states Motorcycle and Not Dirtbike as long as they have everything you need to make street legal such as headlight, turn signal, horn, etc.
