Thats because the total oil capacity of the motor is right around 1.3-1.5 quarts if you manage to drain every last drop out of it. I don't bother with giving an actual amount and just recommend filling until the oil is in the center of the sight glass with the bike vertical, usually it takes right around 1 quart to do that with most oil changes, if not a teeny tiny bit more.
