The 15/40 combo is the same ratio as the 17/45. I wouldn't go any smaller than the 15 on the front. Put your 45 back on and try the 15/45 if you want more low end torque. You can't have both speed and torque, You will have to sacrifice one for the other. Personally the 17/45 and 14/40 setup is the sweet spot for these bikes.
